New traffic rules in Bulgaria from September 5, 2025

Significant changes to the traffic rules in Bulgaria will come into force from September 5, 2025. The innovations concern both local residents and foreign drivers. The changes were officially published in the State Gazette and confirmed by the Bulgarian National Radio (BNR).

The main things that will change:

1. Average speed control

On toll roads, cameras will record not only the fact of travel, but also the average speed, transmitting data directly to the Ministry of Internal Affairs.
For exceeding the speed limit by more than 40 km/h outside populated areas - a fine of 600 leva (~300 €) and deprivation of a driver's license for 2 months.
Speed limits remain the same:

- 140 km/h — motorways
- 120 km/h — expressways
- 90 km/h — intercity and rural roads
- 50 km/h — populated areas

new "zones 30" — near schools, kindergartens and residential areas.

2. Tougher penalties for dangerous maneuvers

Running through a red light or not stopping completely before a zebra crossing — a fine of 150 leva.

3. Unpaid fines = no technical inspection

If fines are not paid, it is impossible to pass a technical inspection. For car owners, this can be a serious problem, especially when traveling abroad.

4. New rules for electric scooters

Maximum speed — 25 km/h.
Riding is only allowed during daylight hours.
A helmet is required.
Using a phone while driving is prohibited.
Driving is permitted on bike paths or as far to the right as possible.
You can only cross the road at a zebra crossing on foot, pushing your scooter alongside you.

For violations - a fine (the amount is being specified).

Fines are sent electronically, and it is impossible to avoid them - it does not matter whether you are a Bulgarian driver or a tourist. Late payment will lead not only to the blocking of the technical inspection, but also to the possible revocation of your driver's license.
